This is a bug in Joomla. Until someone gets around to fixing it, you can use this workaround:

1. Log in as admin and
2. go to the administration pages.
3. Navigate to the "system" tab in "Global Configuration".
4. Set the memcache port to "0" (zero - without the quotes) and
5. click on the "Save" button.
